Could Eastbourne at last be dragged kicking and screaming into the 21st century?

With regard to the Transport Secretary’s recent announcement about extra funds to encourage more cycling, is it faintly possible that Eastbourne Borough Council at last, could be dragged kicking and screaming into the 21st century?

I mean, of course, to provide a designated cycle lane all along the seafront from Sovereign Harbour to Holywell.

This would not only benefit workers in Eastbourne, but would also be an obvious boost to the much needed tourism in the area.
